Board of Directors Meeting Minutes, Virtual Meeting, Tuesday, 14 May 2024

CALL TO ORDER – Greg Colbert: The meeting was called to order at 7:04 pm. A quorum was declared.
APPROVAL OF THE APRIL MINUTES – Greg Colbert: M. Novack emailed draft minutes to the Board prior to the meeting. G. Gustavson moved to approve the April minutes and T. Jewell seconded the motion. The minutes were approved.
FINANCIAL REPORT – Gus Gustavson: G. Gustavson emailed the Monthly Financial Report for the month ending April 2024 to the Board along with the following summary prior to the meeting: [7:31pm]
There are no significant expenses for the ELRA finances in the month of April 2024.
The American Savings Bank January end of month balance is $2,252 in Savings and $48,525 in checking. In the checking account, $21,970 of the balance is reimbursement for the de Vries-Turner Fish & Wildlife government grant, which will be paid out this week.
Since the last meeting, four additional delinquent homeowners have paid up their accounts. One account is due to the pending escrow on a property sale and two were in response to our delinquency letters. The escrow property payment was $3259, of which $2400 was principal and $859 in finance charges.
The Financial report was approved by acclimation pending audit.

Communications Log: No update.
May Kailua Neighborhood Board Meeting Report – Linda Jenks: Free public event celebrating Lanikai’s 100th anniversary will be held in the Lanikai district park on June 23rd or 24th. The Department of Health may be moving to HPU’s campus at Castle Junction. There will be a 4th of July parade this year.
2023 Goals and Objectives Review – Todd Jewell/All: No update.
COMMITTEE REPORTS:
Community Relations Committee, Annual Meeting Planning Status – Connie Jewell: In preparation for our Annual Meeting, on April 26th, “Save the Date” postcards were mailed to ELRA members and residents. There are 10 postcards remaining if there is anyone else that we would like to send one to. Total cost for postcards and postage = $186.45. M. Novack added a “Save the Date” notice on Facebook as well.
Dredging Committee – Greg Colbert:
G. Colbert is waiting for further assessment from the property owners regarding placement of dredge materials on their property.
B. Bourke is working on the request for the updated Army Corps of Engineers permit required to perform the environmental improvements outlined in our request to KS inclusive of depositing dredge materials on the KS property.
G. Colbert will review our prior RFP and restart conversations with potential dredge contractors.
Environmental Committee – Linda Jenks: Derek Esibill joined the meeting to provide an update on the state of the Lake. He reported that overall, the Lake is behaving the same, which is not unexpected. He shared the latest data sets depicting the salinity levels at various points on the Lake. Starting at the wetlands the water is fresh, low in salinity and as we move towards the beach and the ocean the salinity increases, which is what is expected.
L. Jenks reported that there have been two berm openings since our last meeting. Berm opened April 16th in anticipation of a storm that didn’t materialize, and again on May 11th, apparently in anticipation of a storm. It is unclear if it was done entirely by City & County or if volunteers also contributed. The berm is still open on the 13th with what appears to be a good exchange.
L. Jenks sent a letter to Honolulu City Council Vice Chair Esther Kia’aina regarding ELRA’s recommendations regarding City & County’s current plan on using the CIP funding on the green infrastructure plan.
L. Jenks sent a letter to Mayor Blangiardi regarding the need for City & County to clear the mangrove on properties under their jurisdiction. Letter was co-signed by the three major canoe clubs in Kailua.
L. Jenks, G. Colbert, and B. Bourke met with the City & County DFM Director Gene Albano, with good communications regarding C&C’s responsibility to open the berm on a regular (monthly) basis. Challenges and potential solutions discussed.
Operations Committee – Mike Compton:
Dock Removal/Abandoned Boat: Received request for help to remove a dock at 836 Halula Place as well as a boat that was abandoned there. M. Compton will relocate the dock to G. Gustavson’s residence and will coordinate the removal of the abandoned boat.
Lake Security: A boat with an older man as trespassed on the lake twice now and both times he has caught a large barracuda that we forced him to release. The boat is a ~13′ grey lightweight plastic with a 9.9hp 2stroke White Johnson outboard. It does not have DLNR registration. The older man has been there both times. The other man is different. There has also been a very small Pomeranian type dog in the boat. The first occasion was 2 April 2024. The second was 3 May 2024. If anyone knows more, the police can cite reference 708.800. They have been increasingly aggressive and abusive.
