Enchanted Lake Residents Association, Board Meeting, April 14, 2015
Present: Greg Colbert, Bob Molyneux, George Lingle, Rod Castanha, Stephen Kofsky, Alan Richardson, Shannon Oshiro, Doug Kroll, Michele Compton, Kelly Adams, Bob Bourke (Scientific advisor), Melody Spencer (Administrative Assistant)
Absent: Margaret Novack, Kelo Maosi
A quorum was declared and the meeting called to order at 7:10 pm.
Approval of Minutes The minutes for the March 10, 2015 meeting was reviewed and approved.
Ongoing Business:
Financial Report A new, more comprehensive excel spreadsheet was created by Alan for inputting monthly financial data. Online accounting with American Savings Bank is in the works. Alan received bank statements for current fiscal year and will continue to work on audit.
Executive Session:
The board went into Executive Session to discuss the update/status of ongoing litigation. In addition to the board, Bob Bourke was also included as he is a part of the litigation liaison committee.
Return to Regular Session:
Special Assessment Meeting Special meeting is to be held to discuss and vote on special assessment for 2014-2015 fiscal year. Dates for the school will be investigated by Melody and a date agreed by email.
Replacement Board Members As there are 2 current vacancies. Greg requested that the Board consider individuals for these vacancies and discuss their interest. Kelly and Bob B. had suggested residents who they would speak to regarding the board.
Block Captain Experiences Melody received feedback from captains with updates to mailing address and phone numbers. Michele reminded board to send updated information to administrative assistant to update records.
New Neighbor Program Title Guaranty has offered to give report on homes sold and new owners’ information. They will charge $50.00 per report (quarterly). Doug motioned to approve this expense and it was seconded by Greg.
Kukilakila Joint Resolution Session Kukilakila Association President James Adams will discuss the 2015-2016 annual fee dues with Kukilakila residents at their board meeting scheduled for 6/15/15. He will inform residents that these dues would give them membership status and entitlement to vote.
DPP Extension & Kamehameha Schools Greg stated that work continues on rewriting the DPP.
Electronic Document Management and Storage Discussion regarding methods in which documents can be maintained electronically and which will allow everyone to access the documents.
Key Date Calendar To be discussed at next meeting.
Lake Health Bob B stated that the lake has dropped to an elevation of 1’6”. The project to provide a siphon from the Kawai Nui Marsh to one of the canals feeding the lake has begun pumping water that will eventually make its way into the lake. He stated that the level should slowly rise to 2’.
Bob shared that he received a response from the City & County regarding the water or sewer pipe. He understands that they have not used the pipe for many years and it could possibly be put on the list for removal.
The City & County is planning to open the berm next week and Bob stated that the lake level will drop and may not come back up as they are opening it one week later than our preferred schedule.
Encroachment Agreements and Dock Licenses Greg explained that when properties are extending into the lake property, we have them sign an encroachment agreement. Discussion regarding increasing the encroachment fee to $800 and transfer fee to $200 will be continued at the next meeting due to time constraints.
