Enchanted Lake Residents Association, Board Meeting August 16, 2012

A quorum was declared and the meeting called to order at 7:03pm
Approval of Minutes The minutes from the July 10, 2012 meeting were reviewed and accepted as written.
Financial The Profit & Loss report and the current balances were reviewed. There has been a good response to the annual mailing with 174 fees paid to date. Of these we have 80% of single family homes and 46% of Kukilakila paid. 82 nonpower decals and 18 power decals have been issued. Kathy Kelly noted two barges that are in disrepair. Glenn will send those letters. The CD at American Savings matures this month. It is receiving .15% interest. Kelly made a motion to place the amount from the CD in the savings account. With a second from Steve, the motion passed.
Several bills are currently due, among them the D&O liability premium and the current attorney fee. The property tax is also due.
Ongoing Business
Amendments and By-laws Re-do Kathy Kelly introduced Bob Molyneux as a former board member and current resident. Kathy noted that the current CC&R’s expire in 2016. The articles of incorporation and by-laws need to also be brought up to date. There was discussion regarding associate members and lack of documentation of the process that led to their inclusion in the association. It is felt that this needs to be covered at the annual meeting with perhaps a vote or questionnaire to determine how to best to move forward on this issue.
Delta Claim The meeting went to executive session to cover this item.
Annual Meeting Gary Gill has been invited to the meeting but has not responded as of yet. There was also discussion regarding inviting Rep Chris Lee, CC Ikaika Anderson. Sen Fred Hemmings and Laura Thielen. If they attend they will be offered a chance to speak for 3-5 minutes.
It was decided to price the dinner at $15 for first paid resident and $35 for additional guests.
Lake Health/siphon project/City Permit/Berm Opening The Lake has a white scum on it and smells bad by Bob’s house. The water level is down seven inches below normal as the berm has not been opened since June. It was suggested that we place signs where the public can see them (by boat ramp) with a water quality report and who to call to get regular berm openings. A shovel opening of the berm for August 27th was mentioned. Bill has offered to contact the marines for equipment. The siphon project is still awaiting permit signatures.
Pono Pacific has declined their previous $2100 offer to dredge between the Kukilakila Island and shore. There is another bid of $3700. It was decided to ask Kukilakila to pay the difference between the two bids.
Development of wetland property adjacent to Kaelepulu Stream Cindy reports that the Army Corps is still waiting for a mainland wetland determination report.
Watch Officer’s report Bob reports that there are nets being set at night but we will catch them.
Facebook/Community outreach Kelly has no updates to report.
Newsletter Cindy is working on it and welcomes articles by other board members.
Lake meter The Lake meter is working, providing data, but is not “live” yet.
Boundary signs Waiting for higher Lake level.
Oyster growing Franklin reports that something is getting into the cages and stealing, eating and breaking the oysters. It is felt that this is birds, probably coots.
Lake Clean-up The mangrove project is complete so Bob will have more time for clean-ups.
Kailua Neighborhood Board Bill attended the August meeting and has nothing to report. He will attend the September meeting. Points for the meeting:
- Continuing problem with regular berm openings leading to record low Lake level
- Shovel brigade to open berm manually in August
- Siphon project in permit stage
- Fish die offs impending with low Lake level
- Holiday Flotilla deferred
Next Meeting to be held Tuesday, September 11, 2012. WE will meet at the Kukilakila pool pavilion at 7pm.
