Board Meeting March 8, 2011

Absent: Frank Schumann, Mike Compton, Rod Castanha, Sue Alden, Franklin Denis

With proxies from Mike Compton, Franklin Denis and Frank Schumann, a quorum was declared and the meeting called to order at 7:02 pm
Approval of Minutes The minutes from the February 15, 2011 meeting were reviewed. There was a motion (Cal) and a second (Steve ) to accept the minutes. The motion passed.
Financial Report Margie reports that we currently have $46,000 in the checking account. The response to the third notice mailing has been disappointing with only 4 payments received (2 Kukilakila, 2 single family). Some residents may be waiting for the April1 deadline before incurring a late charge. Margie asked for assistance in tracking down addresses of absentee owners. The City and County property tax Web site no longer gives these addresses and the mail is being returned. Steve will check Kukilakila addresses.
Dredging Project/Federal Funds Ron sent an email that he has contacted Farley Watanabe and the project has been given a low priority.
City Permit/Berm Openings/Lake Health Bob B will send a letter to Kioke Miyamoto of the City Division of Facilities Maintenance outlining reasons for pushing the permit process forward. Copies will also be sent to the Army corps of engineers and the politicians. Bob B attended a seminar off island today on BMPs and was able to share frustrations over the Koapa subdivision problems.
NOAA/Mangrove Proposal update The documents have been signed and the work is scheduled to begin on Sunday, 3/13. Flyers have been mailed to all canal residents and tools have been purchased.
Amendments and Bylaws Re-do Sue was absent so no report.
Security Officer’s Report Kelo reports a couple of incidents of nets being laid. Residents report many problems with nets being used in the canal and it appears that our effective Lake policing has moved these nets down to the canals.
Lake Clean Up Report There has not been a cleanup but the next one in two weeks will focus on some mangrove regrowth
Community Boards attendance Bob B and Cal attended the March meeting and reported on the Koapa issues and our attempts to contact the DOH about the failure of their BMPs. KNB members have been invited on a Lake tour and Cal and Bob will take some out on Saturday. We will provide some light refreshments. Other topics at the meeting included nets, mangrove, tour buses at the beach park, landfill in Bellows and a new Goodwill dropoff. There was also discussion about the rising sea level. Glenn will attend the 4/7 meeting.
Newsletter The newsletter is completed and being proofread.
Old Business The Lake meter should be on the way. No new foreclosures. Boundary signs not installed yet. Nothing new on the Scouts. Bob B attended an informational meeting at Kukilakila with about 15 residents.
There was discussion about the next step for the Koapa runoff situation. Bob B and Nicole will write a demand letter asking for dredging in two areas and requesting permanent BMPs to be placed for the remainder of the project. Concerned was expressed over the continued problems with individual owners.
New Business There was a motion ( Bob B) and a second (Cindy) to appoint Nicole Stucki to fill the remainder of Ron Rickman’s term. The motion passed.
