Board of Directors Meeting Minutes, Tuesday, March 10, 2020
Present: M. Novack, D. Young, J. Fernie, D. Medeiros, J. Bean, Mike Compton, A. Richardson, D. Kroll, G. Gustavson, S. Young, M. Spencer (Administrative Assistant) and Cindy Turner (Webmaster).
Absent: G. Colbert, R. Castanha, L. Jenks, G .Lingle, and G. Rogers.
A quorum was called by M. Novack and the meeting was called to order at 7:05pm.
Approval of Minutes: G. Gustavson moved and A. Richardson seconded the February minutes be approved. The motion passed.
Finance: G. Gustavson had previously sent out his Finance report to the BOD by email. D. Young moved and D. Kroll seconded the Finance Report be approved. The motion passed.
Community Relations: A. Richardson attended/monitored the Kailua Neighborhood Board meeting this month. He reported that Randall Hew was told by Donna Wong his dispute with ELRA was a private matter and not something that the KNB would be involved in.
The Department of Health will be holding an informational meeting regarding a Hawaii Beach Monitoring Program on March 31 from 6-7:30 pm at Washington Middle School.
Operations Committee: Mike Compton delivered nine boxes of files they had been storing to M. Novack. We have talked at length about scanning the necessary papers and storing them “in the cloud.” There are many duplicates that can be shredded. D. Young informed us that our LLC will electronically store our most important documents free of charge. Whatever boxes M. Spencer needs will be returned to her.
Herb Lee, CEO of Pacific American Foundation, has agreed to speak at our October 17th Annual Meeting this year.
C. Turner reported the lake was higher than normal enabling the EcoHarvester to be moved to their property at the wetland area of the lake. There have been 2 “lake cleaning/harvests” recently. A total of about one ton of algae and other grasses were removed on March 8th and 10th. The Turner/deVries met with Scot Lindell, an algae expert who farms our type of ogo for animal and human consumption on the East coast. He shared his recipe for a delicious carrot and ogo salad.
M Novack opened the discussion regarding hiring someone to run Hana Hou, the EcoHarvester. M. Compton thought a Board member could handle it, but it is a big 2 man job. He also noted those on the Hana Hou should wear shoes, gloves and a life preserver as a safety precaution. It was decided that we will pay $50 per hour for one driver/operator and another $20 per hour for non-driver to help with the off loading. These 2 would be hired on a trial basis to go out weekly for six months, weather permitting. G. Gustavson moved and S. Harding seconded to approve this decision. The motion passed.
Security: M. Compton reported we need more signs to alert people that the Lake is private. He proposed some new ways to handle illegal trespassers. S. Harding said he has the old signs. It was suggested that perhaps a grounding rod might be pounded in to mount them on. M. Compton and Hugo DeVries will investigate the possibilities.
Dredge: S. Harding reported that Hawaii Youth Correctional Facility (HYCF) has tentatively agreed to receive our dredge material for beneficial reuse. Results of a secondary sampling of waste material need to be approved by the Department of Health Solid Hazardous Waste Branch (DOH-SHWB) before this will happen. On 02/24/20, S. Harding and Jordan Moniuszko (OCEANIT) met with Roger Brewer (DOH-SHWB) to work out the details of the newly required sediment sampling plan. This will essentially take 50 sites for one combined sample to analyze for every 800 cubic yards of material removed from the lake. On 03/05/20 S. Harding met with Bob Bourke to discuss the dredge progress. They also talked TMDL and lake classification. Bob is working with the DOH for classification determination that supports the best possible (lowest allowable toxic loading) with regard to the TMDL. On 03/06/20 OCEANIT provided a revised Dredging Request for Proposal for contractors to review and bid the job. ELRA needs to review/edit/approve the RFP then issue it again to potential contractors for bidding the job.
Administration: It was noted that our last report of current owners of lake dwellings was in May of 2019. M. Novack will call G. Colbert to ask who we call at Title Guarantee for an updated list.
Next Meeting Date: The next meeting date will be Tuesday, April 14th, 2020 at 7pm at the Emmanuel Episcopal Church at 780 Keolu Drive, Kailua. The meeting was adjourned at 8:44pm.
