Enchanted Lake Residents Association, Board Meeting May 8, 2012

Absent: Bruce Jahnke, Kelo Maosi, Sue Alden, Glenn Magyar, Rod Castanha,
With proxies from Sue and Rod, a quorum was declared and the meeting was called to order at 7:10pm
Approval of Minutes There was a correction to the Facebook/Community outreach item that should read : Cindy expressed concern over a recently proposed bill that does not require an EIS for government projects. With this correction the minutes were approved. There was some discussion regarding Roberts Rules. Steve will do some research and get back to the board.
Delta Claim: Mediation The current status was discussed.
Financial Report The Profit & Loss report was reviewed. Recent third notice resulted in 7 additional payments. We currently have 203 paid with 90% of single family homes and 58% Kukilakila. There was discussion regarding the current fee and penalty structure.
The annual mailing with invoice should go out the first week in June. A letter from the president is usually included.
Old Business
Lake Health/siphon project/City Permit/Berm Opening There was a recent Plankton bloom but the Lake water is clear. The algae are increasing. There has been a large (28) die-off of large barracudas. Fish samples have been sent to the Federal Wildlife veterinarian. Nothing has shown up in the tissue. The Kamehameha School parcel has a foul odor and needs some cleaning. Residents should contact KS. There is also concern that the Kukilakila island may connect to shore putting nesting birds in jeopardy. This will be discussed with the Kukilakila board to see if a joint project is possible to clear some of the sediment.
The siphon project is moving along.
The 4/17 meeting with Ikaika Anderson went very well. Chris Lee, Cynthia Thielen, DOH, Parks Dept, Facilities Maintenance and Corps of Engineers all attended and agreed on a permit under the Dept of Rivers and Harbors to resume berm openings. Bob provided a schedule of optimum dates and the first opening should be in June. We will ask Sue to send a thank you to Ikaika.
Development of wetland property adjacent to Kaelepulu Stream Cindy reports that work on the parcel has stopped but the Army Corp has been taking soil samples.
Amendments and By-laws Re-do Sue has not had time to work on this.
Watch Officer’s report Karla sent a report from Kelo that we are getting solicitation calls on the cell phone. Margie will check with T Mobile about this. There have been reports of men in black coming on the Lake after hours. It is felt that they are laying nets. Residents need to be reminded that the Lake is off limits from 10pm until dawn and all boats should have lights after dark.
Facebook/Community outreach Kelly is back and working on the site. Pictures of Hawaiian stilt babies and duck babies will go up.
Newsletter The e-newsletter will include information about the dead barracudas, berm permit and the stilts.
Nothing new on boundary signs and Lake meter.
Dredging is at a standstill with a suspended application. Bob is working on this.
Franklin reports a slight delay in the oyster farming but he will continue to be involved.
Kailua Neighborhood Board Kelly will attend 6/7/12
New Business
Lake Clean-up Bob will schedule a clean-up for June 2nd at 7:30am. Crews will clean up trash and some new mangroves. An email notice will go out asking for volunteers.
Steve proposed a committee to re-look at the fee and penalty structure. Cindy, Bob Franklin, Gus and Steve will participate.
There was a question about whether or not board meetings are open. They are except executive sessions.
Annual Meeting Margie shared a UH football schedule and three dates were proposed for the meeting. Margie will ask Rod to contact MidPac to reserve a date. (1) 9/29/12
