Enchanted Lake Residents Association Board Meeting November 13, 2012
Present: Sue Alden, Clem Clemmer, Cindy Turner, Bill Kinney, Bob Bourke, Steve Brennan, Don Young, Gus Gustavson, Franklin Denis, Rod Castanha
Absent: Kelo Maosi, Kelly Adams, Darren Rogers, Glenn Magyar
A quorum was declared and the meeting called to order at 7:02pm
Approval of Minutes The minutes from the October 9, 2012 meeting were reviewed and accepted as written.
Financial The Profit & Loss report and the current balances were reviewed. A second notice has been sent to all delinquent residents. We have 189 paid fees to date. The General Liability Insurance premium has been paid.
Elections/ballot There was much discussion about how to handle the business matters for the annual meeting as the meeting was adjourned prematurely due to a tsunami warning. Steve consulted the by-laws which only state that the election of board members must take place at the annual meeting. The approval of minutes and budget have been accomplished in the past but are not required. Many different solutions were mentioned and it was decided to notify the residents via email of a special meeting to conclude this business.
Nominations Sue will be resigning from the board due to family health concerns.
Amendment and By-law Re-do Gus met with Kathy Kelly last week to discuss her concerns with the membership survey and the question concerning the associate members. It is clear that there was a vote in 1988 establishing two groups but no documentation has been found for the new homes along Keolu. It was agreed that we need to have an attorney review the by-laws. Sue will send the current draft to the board members.
Delta Claim: Update The board went to executive session for this discussion. A meeting will be held to notify the residents of the current status.
Lake Health The berm was opened on 11/13/12. A high high tide is expected so the Lake should get a good flushing. Bob is concerned about the high salinity due to the lack of rainfall. The surface algae has decreased. The siphon project will not begin until next summer.
Development of Wetland no updates

Newsletter An enewsletter went out before the annual dinner and was a good reminder to residents to attend. Cindy will send out another with information on the special meeting.
Oyster growing Franklin reports that the oysters are getting big. Next step would be to spread them around the Lake.
Lake Clean-up There have been no clean-ups.
Kailua Neighborhood Board Meeting no one attended the November meeting. Next meeting will be December 6th.
New Business Sue nominated Gus Gustavson to serve as president. Gus declined citing involvement with several other boards as well as his work obligations.
Cindy mentioned taking Ikaika Anderson and mayor elect Kirk Caldwell on a tour of the Lake. Several barges are available.
