Enchanted Lake Residents Association, Board Meeting, November 20, 2013
Present: Gus Gustavson, Rod Castanha, Greg Colbert, Bob Molyneux, Don Young, Doug Kroll, Michele Compton, Margaret Novack, Cindy Turner (webmaster), Bob Bourke (science adviser), Jennifer Creedon (Assistant Treasurer), Melody Spencer (Assistant Secretary)
Absent: Kelly Adams, Stephen Kofsky, Linda Jenks, Kelo Maosi, Mike Mickelwait, Alan Richardson, Darren Rogers
A quorum was declared and the meeting called to order at 7:07pm
Approval of Minutes The minutes from the September 26, 2013 meeting were reviewed. There was a correction with the removal of the letter “a” from Bob Molyneux’s name and change in wording regarding Greg’s discussion on the history of land titles. With this change the minutes were approved.
Financial Report The Profit & Loss report and the current balances were reviewed. Gus submitted the financial report and stated that the finances are on track. Many of the major expenses have been paid. After titles/deeds have been reviewed, another letter may be drafted to everyone around the lake.
Gus reported that about 50% of special assessment fees have been paid. Inserts to be included in next newsletter reminding of maintenance and special assessment fees. Margaret Novack suggested updating ELR about what is happening with litigation to encourage them to pay special assessment fee.
Election of ELRA Officers The following officers were elected to the board for one year terms:
- Gus Gustavson, President
- Greg Colbert, 1st Vice President
- Margaret Novack, 2nd Vice President
- Darren Rogers, Treasurer
- Kelly Adams, Secretary
Lake Health Bob Bourke reported that the lake is getting healthier. He reported that a total of 10-12 tons of algae was removed from the lake. He stated that the City had done a really good job of keeping him updated, but had opened the berm yesterday without notice. Despite this, it was a good day/time to open it up. There is a possibility of having to close the opening on Saturday as lake levels may get too low.
Lake Maintenance Bob Bourke shared that the boat broke and needs a new steering mechanism. The board authorized Bob $250 to fix boat.
Lake Watch Margaret Novack reported that she saw someone come out and check crab traps this past week. Bob Bourke reported that that a boat was possibly sunk in the middle of the lake and would check it out on Saturday. Don Young and Rod Castanha offered to assist.
Olomana Heights Estates A meeting was held on 11/12/13 and the developer has made an excellent first step. They were requested to have someone on site when it rains to assess and make sure to prevent silt from entering lake. The board requests Bob Bourke to assist developer to minimize pollution loads and continue to collaborate with other project developers in his capacity as Scientific Adviser.
New Business
Greg reported that Title Guaranty has looked at the deeds. An attorney is needed to give an opinion if mandatory fees are appropriate. Greg stated that Title Guaranty has an attorney to help out initially. Gus has list of possible attorneys.
ELRA meeting dates-Meetings to be held 1st or 2nd Tuesday. Next meeting December 10, 2013 at 7 pm. Location to be determined.
Cindy shared that a lot of the oysters in the lake died with the algae blooms. Her son has a project for school and would like to float some oysters a little past the wetlands.
Executive Session
The board went into Executive Session to discuss the status of ongoing litigation. In addition to the board, Cindy Turner and Bob Bourke were also included as they are part of the litigation liaison committee.
