Enchanted Lake Residents Association, Board of Directors Meeting Virtual by Zoom, Tuesday 12 November 2023
PRESENT: Greg Colbert, Mike Compton, Linda Jenks, Connie Jewell, Todd Jewell, Danny Medeiros, Margaret Novack, Alan Richardson, Fran Tannen, Cindy Turner, Don Young, and Melody Spencer (Admin)

CALL TO ORDER – Don Young: The meeting was called to order at 7:00 pm. A quorum was declared.
APPROVAL OF THE OCTOBER MINUTES – Connie Jewell: Draft minutes were emailed to the Board prior to the meeting. G. Colbert and M. Compton provided updates to the Open Action Items list. G. Colbert moved to approve the amended October minutes and F. Tannen seconded the motion. The amended minutes were approved.
FINANCIAL REPORT – Alan Richardson: A. Richardson reported on the reports that were emailed by G. Gustavson to the Board prior to the meeting. There are no significant changes in the ELRA finances for the month of October 2023.
ADMINISTRATION:
- Election of Officers: D. Young stated that the election of officers has been tabled until December, but all should be thinking about who you want as officers. C. Jewell notified the Board that she is resigning as Secretary, effective January 2024. G. Colbert started a discussion to the Board to consider rotating some of the Secretary duties or increasing the responsibilities of the Administrative Assistant. This will be discussed and/or decided at the December meeting.

- Annual Meeting Debrief – Fran Tannen: F. Tannen led a discussion regarding this year’s annual meeting:
- What went well? Mid-Pac was an excellent location with gorgeous views, good food, helpful event coordinator, and transportation from the parking lot to the venue for our guests if needed.
- What can we improve? Member attendance was lower this year. It may have been due to notifying members of the date later than usual or because it was changed from a dinner meeting to a luncheon (lunch cost was significantly lower than dinner). We can improve by securing a venue earlier, providing more notice to our members, and sending a survey to our members to inquire what they want for this annual meeting – pupus, lunch, or dinner, location, etc.). Also find out if there is an interest in multiple gatherings per year. C. Turner volunteered to send out an E-newsletter with a link to the survey for our members to complete.
- 2023 Goals and Objectives Review – Todd Jewell/All: No update.
COMMITTEE REPORTS:
- Dredging Committee – Greg Colbert/Bob Bourke: G. Colbert and B. Bourke led a discussion of what they and C. Turner have brainstormed so far about options that might be done to build up the Kamehameha School’s lot on the lake with dredge spoil materials. This considered requests from the Board that something be done that does not involve islands and that the Army Corps of Engineers would accept. G. Colbert presented slides of the area as it looks today as well as possibilities of how it would be done, and C. Turner created graphic representations of what it could look like when finished. G. Colbert and B. Bourke will try to set up a meeting with the Army Corps of Engineers and Kamehameha School in mid-December to talk about the possibilities for this land that were presented at this Board meeting.
- Operations Committee – Mike Compton: M. Compton reported a lake front homeowner who is shining a high-intensity floodlight at night out over the lake and the wetland was also brought up for discussion and resolution. Although this is not an ELRA member, it was recommended to send a letter to the homeowner citing Honolulu statutes and request them to stop. M. Compton volunteered to write the letter.
- Environmental Committee – Linda Jenks/Cindy Turner: L. Jenks reported that there have been no berm openings and no pollutants coming into the lake.
- Floating Garden: B. Bourke discussed a proposal received from Marianne Phillips to conduct an experiment with a 30 square foot floating garden of native species plant that would be tethered off an ELRA member’s dock on the lake. Details were emailed to the Board prior to the meeting for further discussion and vote at the December meeting.
- Monthly Berm Opening: B. Bourke wrote a draft letter to the Mayor with a copy to the Department of Facilities Maintenance, EPA, and KNB to be sent by ELRA requesting that they implement a monthly opening of the berm at the mouth of Kaelepulu stream.
- Membership Committee – Danny Medeiros: No report.
OTHER BUSINESS – Shooting firearms into the Lake: The board discussed multiple reports of lake front homeowners shooting firearms into the lake. It was proposed to amend the Lake rules to address this issue and designate the lake as a gun-free zone and then publicize this information to our members via the ELRA webpage and Facebook sites. Letters will be sent from the ELRA Board to reported homeowners with a reminder that it is illegal to discharge a firearm or a pellet gun into the lake. G. Colbert moved to approve sending a letter to reported homeowners and F. Tannen seconded the motion. All members present unanimously approved the motion.
AJOURNMENT: D. Young adjourned the meeting at 9:29 pm.
