Enchanted Lake Residents Association Board Meeting September 11, 2012

A quorum was declared and the meeting called to order at 7:50pm
Approval of Minutes The corrected minutes from the August 16, 2012 meeting were reviewed and accepted as written.
Financial The Profit & Loss report and the current balances were reviewed. There are currently 184 paid fees.
Ongoing Business
Amendments and By-laws Re-do Kathy presented a list of questions to consider for presentation at the general meeting. The questions included concerned the associate membership status and the area along Keolu drive which has not been covered in previous general meeting discussions. It was suggested that the questions be sent out prior to the meeting. Kathy will re-word the questions and send them to Margie who will forward them to the board for review.
Delta Claim: Update Bob shared information regarding the DOH suit against Delta. ELRA joined the suit on Sept 2. The suit was settled in Sept 8th for $21,500 (cost of one day’s operation). We have filed two motions, one to set aside the decision as we were not included. Kathy suggested that the residents be notified of the current status and projected cost of continuing with legal actions.
Lake Health: Bob reports that there is a foul smelling white scum on the Lake and it is at a record low level of 8 inches below normal. There have been two dead barracuda found. The water is anaerobic and stagnant. The area by the Kukilakila Island has improved following removal of large rocks and sediment. That project was jointly funded by ELRA and Kukilakila.
Berm opening There was a report of a front loader being purchased by the City for use on the Windward side. Bob was unable to confirm this with Ikaika’s office. A berm opening is scheduled for September 19th. Bob will coordinate with the City.
Development of wetland property adjacent to Kaelepulu Stream Cindy states that it has been quiet.
Annual Meeting Gary Gill has agreed to speak at the meeting. Rod presented the current price for the buffet at MidPac as $43.99 a person (includes tax and gratuity). This is a significant increase from last year. The board agreed that the pricing for this year will be $20 for first paid resident and $40 for additional guests. It is felt that the association will need to look into less expensive venues in the future.

Newsletter Cindy will include an article from Bob discussing water quality. There will also be information about the DOH lawsuit, the Kukilakila Island project and the annual meeting with Gary Gill as guest.
Boundary signs, dredging project and fish tagging: no updates
Oyster growing Franklin reports that it is crabs that are getting into the oyster enclosures and cracking shells and eating oysters. He and Bob have covered openings with some mesh.
Lake Clean-up There are lots of areas that need cleaning. Palms, coconuts and dead birds are evident in front of Kukilakila. Bob has little time to supervise the clean-up crews and a new supervisor was discussed.
Kailua Neighborhood Board Bill attended the September meeting but was unable to give a report due to a full agenda. He will attend on October 4th.
Holiday Flotilla Deferred until after the annual meeting.
New Business
2012-2013 Budget Margie presented the budget that she and Darren worked on. It was decided to increase the Lake Clean- up amount. Attorney fees will be a separate item. Margie will forward the changes to Cindy for printing for the annual meeting.
Lake Maintenance Fee: An increase was discussed and will be presented at the annual meeting and mentioned in the enewsletter.
Elections Four board members are up for re-election. Glenn has declined to run. Cindy, Clem and Rod will run. Other candidates for the board were discussed.
Floating Island Bob Molyneux shared information on floating islands to remove algae and improve water quality. Bob B will look into this.
